He is from other planet beside Eltar.  He is the warrior of light and virtue.  He is a cosmic metamorpher that has several power than any gosei angels and metamorphers could have.  His power is infinite for as long as he is in the radiation of the sunlight.  

His magna form is different that deplete/limit his power level, and he can switch between balance/omni, robo gold/titan, and bio blue/sparrow.  If he doesn't reach the radiant of sunlight, he can only stay in magna form in 3 minutes.

His goal is to protect life and peace from his enemy metamorphers like Red King, Zarab, Tyrant, and Zetton.

Meta Rider is his disguising.

When Devi saw him in action, he started to feel like he intend to fight him to the death.  He is threatening him with fear and show him how dangerous he is as the Pride of Sins and the son of Lucifer.  In the end, they became frenemies.
